It was opened in 2005 by King Harald V of Norway with a ceremony attended by the royal families of Norway. Nobel Peace Prize winner Wangari Maathai was also present. The building welcomes around 250,000 visitors a year and is one of the most visited places in Norway.

The building formerly housed the former Oslo Vestbanestasjon (Oslo West Railway Station). Dating from 1872, the former station building was designed by architect Georg Andreas Bull. It was used as a railway station until 1989. It overlooks the harbor and is close to Oslo's city hall.
